pro tern, who shall have all the powers of the Mayor, during
his absence, except to sign ordinances. And the qualified voters.
are at the same time and place authorized and directed to elect
four Commissioners for said town, who shall have the same
qualifications as is provided in the case of the Mayor. They
shall serve for a term of two years and until their successors
are elected and qualified. The Mayor and Commissioners at
their first meeting after their election or as soon thereafter as
possible, shall elect one person to serve as clerk of said town
and another person to serve as bailiff of said town, and each of
these shall hold office subject to the will of the Mayor and Com-
missioners. And the said Mayor and Commissioners shall have
the power to fill by appointment all vacancies occurring from
death, removal, resignation or any other cause in the office of
i Mayor, Commissioners or other office provided for in this Act.

Section 434. The Mayor and Commissioners of Luke shall
cause to be maintained a registration of the legal and qualified
voters residing within the corporate limits of the town of Luke;
said registration shall specify the residence of the voters on each
street, lane or alley and such further information as the Mayor
and Commissioners of Luke may consider necessary to show
their qualification as such voters, and such registration shall
be essential to the right to vote at any election held under the
charter of Luke; the Mayor and Commissioners shall annually
appoint two persons being citizens of the town of Luke and
qualified voters thereof to act as officers of said registration and
they shall sit for the purpose of registering voters at the coun-
cil chamber in said town or at such other places as may be
designated by the Mayor and Commissioners on the second
Monday in September, each year. They shall sit not less than
nine (9) hours, and ten days' public notice of the said sitting
shall be given prior thereto by advertisement by way of hand-
bills posted in not less than ten public places within the corpo-
rate limits of the town of Luke. After causing the registration
of the duly qualified voters, they shall return the said list to
the Mayor and Commissioners of Luke. Before the said officers
of registration shall sit for this purpose, they shall go before
a justice of the peace for Allegany County and make oath in
due form of law that they will only permit the registration of
such persons as are entitled under the provisions of this Act to
be registered as voters of the town of Luke.

SEC. 2. And be it further enacted, That this Act shall take
effect from the first day of June, 1931.
