cuit Court for Prince George's County has in so far as the
same are applicable. The County Commissioners shall have
full power and authority to remove said Clerk from office
for incompetency or willful neglect of duty and in
case of vacancy, they are hereby authorized to appoint his
successor to fill out the unexpired term, ratably at the same
salary and expense account. That the Clerk of the said
Police Court shall act as Secretary to the Chief of the
Prince George's County Police, as the same may be created
by law, and he shall keep the records of the Prince George's
County Police. In the event of the temporary absence of
said Clerk of the Police Justice the County Commissioners
are hereby authorized, and directed to appoint some suit-
able person for the time being in the place and stead of the
said Clerk, who shall possess the same powers, duties and
responsibilities, and who shall receive ratably the same
compensation and expense account as herein allowed for the
Clerk, to be deducted from the salary and expense account
of said Clerk, and who before entering upon the duties of
his office shall give bond in the penalty of five hundred dol-
lars ($500) with the same conditions and for the same uses
and purposes as the Clerk is required to give, and at the
termination of his said temporary appointment shall at the
second meeting of the County Commissioners thereafter
make a report, verified under oath, as required of the Clerk
whose place he has taken for the time being, and turn over
any sum or sums of money he may have collected, which
under this Act are directed to be paid to the County Com-
missioners, or otherwise provided by law.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

Article 3 of the Constitution of the State of Maryland,
