sale shall result in a surplus over and above the lien and
cost of removal, such surplus shall be refunded to the own-
er or owners of the temporary privilege.

Temporary minor privileges are those in the nature of
awnings, barber poles, signs, skids, clothes racks, side-
walk displays and vending machines and the like, which
can be removed without a material alteration of the prop-
erty where the said privilege is located. Permanent minor
privileges are those in the nature of steps, porticoes, bay
windows, bow windows, show windows, columns, piers, cov-
ered vaults, covered areaways, drains or drain pipes, and
the like, which cannot be removed without a material alter-
ation of the property where the said privilege is located.

Nothing contained in this amendment shall affect the
payment or collection of any minor privilege charges, tem-
porary or permanent, accruing before the year 1935 or
the payment or collection of charges for permanent minor
privileges during and after the year 1935. As to any of
such charges which are not paid during the year or years
in which they accrue or have accrued, the Manager of
the Bureau of Receipts may record them in his "Tax Lien
Record, " where they shall remain a lien until paid, or sell
the property at which the privilege is located under the
provisions of Section 43, et seq. of the Charter and Public
Local Laws of Baltimore City (1927 and 1930 Editions).

In issuing minor privileges hereafter the Board of Esti-
mates shall designate the same as being "temporary" or
"permanent. "

SEC. 2. And be it further enacted, That this Act shall
take effect June 1st, 1935.

CHAPTER 413.

AN ACT to repeal and re-enact, with amendments, Section
209A of Article 56 of the Annotated Code of Maryland
(1929 Supplement), title "Licenses, " sub-title "Motor
Vehicles, " sub-heading "Rules of the Road, " making
said section relating to school busses applicable to Mont-
gomery County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 209A of Article 56 of the Anno-
tated Code of Maryland (1929 Supplement), title
