charge, shall be given a public trial before a duly authorized
representative of the Board upon at least five days written
notice and an opportunity to present testimony and to con-
front witnesses. After ninety days he may apply to have
his license re-granted and this shall be done under satis-
factory proof that the disqualifications have been removed.

282F. The Board shall cause to be made and filed with
the State Comptroller, on or before the first day of Decem-
ber of each year, a report showing the receipts and dis-
bursements of said Board and the balance in the hands of
the Treasurer of said Board, together with a statement of
the amount of such balance necessary to be held in the
hands of the said Treasurer to meet the expenses of the en-
suing year. The Comptroller shall thereupon make and file
in his office an estimate of the amount of such balance nec-
essary to be held by said Board for the purpose hereinbe-
fore stated, which sum may be retained by said Board for
said purposes, and the balance of said surplus shall be paid
by the Treasurer of said Board into the State Treasury.

282G. No barber shop or barber school shall operate
unless the owner or manager of said barber shop or barber
school shall at all times comply with the following sanitary
requirements: Each barber shop or barber school shall
have running hot and cold water; each student, journeyman
or master barber must cleanse his hands before serving any
customer; no cake or solid soaps are to be used for shaving
purposes; all shaving mugs must be thoroughly cleansed
before re-used; only standard, U. S. P. antiseptics or boiling
water shall be used for sterilizing all tools, combs and
brushes; no alum in lump or stick form, styptic pencils,
powder puffs, finger bowls or sponges shall be used; and
clean head rest paper or a clean unused towel for each
individual customer.

282H. If a barber in any shop or school has been charged
with imparting a communicable disease, the Board shall im-
mediately notify the State of Local Board of Health.

282-1. If a shop or barber school is found unsanitary,
the Board shall immediately notify the State for Local Board
of Health, and it shall declare said shop or school a public
nuisance, and should the proprietor of said shop or school
fail to abolish said nuisance within a period of ten days
after notice to do so be given by either the State for Local
Board of Health, the Board of Examiners, provided for
herein, shall be empowered to call upon the aforesaid Board
of Health to abolish the aforesaid public nuisance.
