within Prince George's County, and it shall be unlawful for
any person, firm or corporation to dump garbage, trash,
refuse, rubbish or junk in any other place in said District
within said County except those so designated by said Com-
mission, and before any person, firm or corporation shall
engage in the business for hire of collecting such garbage,
trash, refuse or junk, it shall obtain a permit from said
Commission, and pay such a reasonable fee as may be fixed
by said Commission, which permit may be revoked at any
time for cause.

It shall be the duty of the Washington Suburban Sani-
tary Commission to maintain the public dumps in a sani-
tary manner and for this purpose may incinerate the rub-
bish or treat the dumps with such materials as it may
deem desirable to prevent same from becoming nuisances.
Provided, however, that this section shall not apply to any
person, firm or institution residing within the above de-
fined boundaries engaged in feeding garbage to hogs nor
shall it apply to dumps in incorporated towns which are
maintained by such towns.

The Commission may, at its discretion, fix a reasonable
fee for the use of said dumps by any individual; firm or
corporation, and all charges collected under this Act shall
be used for the operation and maintenance of said dumps,
or for the repayment to the Commission for the purchase or
rental thereof.

In the event that said Commission can not secure, free-
of-charge, the necessary locations for said dumps within
or without said Sanitary District, it may use such part
of its revenue from water as may be necessary for the pur-
chase or rental of dumps situated within or without said
District, and in the event that it desires to take any given
property or dump site, and is unable to negotiate with the
owner, it shall have the right to condemn said site as it is
now authorized to condemn property for its use under
Chapter 122 of the Acts of 1918.

Any person violating the provisions of this Act shall be
guilty of a misdemeanor and upon conviction thereof, shall
be fined not less than five nor more than fifty dollars, or
by imprisonment for not more than thirty days, or both, in
the discretion of the Court.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1935.
