mitted by the State Board of Agriculture, not more than
six of those submitted to be of the same political party.
The members of the Commission so appointed shall serve
until June 1, 1937, without sooner removed as hereinafter
provided. Vacancies in the membership of said Commis-
sion shall be filled in the same manner from four names for
each vacancy submitted by said Board; provided that at no
time shall more than two members of the Commission be
of the same political party. Any member of said Commis-
sion may be removed by the joint action of the Governor
and said Board for malfeasance, misfeasance, or nonfeas-
ance in office. The compensation of the members of the
Commission so appointed shall be fixed by the State Board
of Agriculture. The Commission shall have power to rent
offices, employ an executive secretary and such other em-
ployees and attorneys as shall be necessary to properly
administer this Act, and fix the compensation of such em-
ployees; provided, however, that the entire expense in con-
nection with the administration of this Act shall not exceed
the amount realized from the tax imposed under the provi-
sions thereof.
The members of the Commission and its employees shall
receive their actual and necessary expenses incurred in
the performance of their duties.
A majority of the Commission shall constitute a quorum
for the transaction of any business, for the performance
of any duty, or for the exercise of any power of the Com-
mission. No vacancy in the Commission shall impair the
right of the remaining Commissioners to exercise all the
powers of the Commission. The act of a majority of the
Commission, when in session as a Commission, shall be
deemed to be the act of the Commission; but any investi-
gation, inquiry or hearing which the Commission has
power to undertake or to hold, may be undertaken or held
by or before any Commissioner designated for the purpose
by the Commission; and every finding, order or decision
made by a Commissioner so designated, pursuant to such
investigation, inquiry or hearing, approved and confirmed
by the Commission and ordered filed in its office, shall
be deemed to be the finding, order or decision of the Com-
mission.
The Chairman of the Commission and its executive sec-
retary shall give a corporate bond to the State of Maryland
conditioned for the faithful performance of his duties and
for the safe-keeping and lawful application of moneys
coming to the Commission in the amount of $5, 000 and
with surety to the satisfaction of the Board of Public
