concisely set forth such facts as may be pertinent and
material to show the grounds of the decision appealed from.

If, upon the hearing, it shall appear to the court that
testimony is necessary for the proper disposition of the
matter, it may take evidence or appoint a commissioner to
take such evidence as it may direct, and report the same
to the court with his findings of fact and conclusions of
law, which shall constitute a part of the proceedings upon
which the determination of the court shall be made. The
court may reverse or affirm, wholly or partly, or may
modify the decision brought up for review.

Any person or persons aggrieved by the decision of the
court in accordance with this section shall have a right of
appeal to the Court of Appeals of Maryland.

SEC. 2. And be it further enacted, That if any clause,
sentence, part or parts of this Act, or of any section thereof,
shall be held unconstitutional, such unconstitutionality
shall not affect the validity of the remaining parts of this
Act or of any section thereof. The Legislature hereby
declares that it would have passed the remaining parts of
this Act or any section if it had known such clause,
sentence, part or parts, or any section thereof should be
declared unconstitutional.

SEC. 3. And be it further enacted, That all Acts or
parts of acts of any Public General or Public Local Laws
inconsistent with the provisions of this Act be and the same
are hereby repealed to the extent of such inconsistency,
provided that nothing therein contained shall be taken as
restricting any powers which the State Board of Health,
the Water Resources Commission and the State Roads Com-
mission of Maryland are now empowered to exercise.

SEC. 4. And be it further enacted, That this Act shall
take effect on June 1, 1935.
