(b) Students and apprentices must also obtain certifi-
cates of registration before enrollment in any school of
beauty culture or beginning their apprenticeship.
(c) Every owner of a beauty shop must apply for and
secure from the Board a certificate of registration on an
application to be furnished by the Board, which applica-
tion shall contain the name of the manager of said shop,
said certificate to be known as "Owner's Certificate, " for
which no examination shall be required. In the event of
a change of the manager of said shop it shall be the duty
of said owner to so notify the Board promptly in writing;
provided, however, that in the event the owner of said
shop shall also be a licensed manager, the Owner's Certifi-
cate shall not be required.
397. REQUIREMENTS TO PRACTICE.
After August 1, 1935, before any person may practice or
teach beauty culture or act as a demonstrator or manage a
beauty shop or enroll as a student in any school of beauty
culture or serve as an apprentice in a beauty shop, such
person shall file with the Board a written application
for registration, accompanied by a health certificate
issued by a registered licensed physician of Mary-
land, under oath, on a form which shall be prescribed and
supplied by such Board and shall deposit with the Board
the registration fee, and except as provided in Section
400, pass an examination as to fitness to practice or teach
beauty culture or to be a demonstrator or manage a beauty
shop, as hereinafter provided in this Act.
398. ELIGIBILITY REQUIREMENTS FOR EXAMI-
NATION.
(a) No person shall be permitted by the Board to take
an examination to receive a certificate as an operator unless
such person shall be at least sixteen years of age and has
been registered as a student and has had training, as herein-
after provided in this Act, in a beauty school duly regis-
tered by the Board of at least 1, 000 hours training, or serve
as an apprentice in an approved beauty shop for a period
of not less than two years; provided, however, that the
Board may permit a person to take an examination without
the prior studentship herein required if such person shall
establish, to the satisfaction of the Board, that he or she
has been an operator in the active practice of beauty culture
for at least twenty-four months within the five years next
preceding the effective date of this Act.
