doned and closed. Any violation of the provisions of this
Section shall be a misdemeanor, punishable under Section
16 of this Act.

SEC. 9. And be it further enacted, That before any
plumbing, water works, or sewer construction is done in any
building, or upon any private property, within the corporate
limits of the Town of North East, the person, firm, or cor-
poration doing the same shall first obtain a permit from the
said President and Commissioners of North East, and pay
therefor such reasonable sum as the President and Commis-
sioners of North East may prescribe. Such work shall be
done under and pursuant to such rules, regulations, and re-
quirements as the President and Commissioners of North
East may, from time to time, formulate, and subject to such
inspection as may be deemed necessary. No connection of
any kind shall be made with any water or sewer main, con-
structed or maintained by said President and Commission-
ers of North East, without a permit and under such condi-
tions as said President and Commissioners of North East
may authorize. Said President and Commissioners of
North East shall have the right of entry at reasonable hours
to all buildings and premises having any connection with
the water supply and, or, sewage disposal system under
their jurisdiction, and may order and require such changes
in all water and sewer supply connections as they may deem
necessary to eliminate improper use of water and sewers.
In order to prevent waste of water, said President and Com-
missioners of North East shall have the right of entry at
reasonable hours to all buildings or premises having any
connection with the water supply under their jurisdiction,
and may order and require such changes in all plumbing,
water works, or water connections as they may deem neces-
sary to eliminate leakage or loss of water. No private or
semi-public water supply installation intended for the use
of two or more buildings or premises shall be constructed in
said Town of North East without the person, firm, or cor-
poration doing the work having first obtained a permit from
said President and Commissioners of North East and paid
a reasonable charge therefor, and such plants shall then be
installed, maintained, and operated under such rules and
regulations as said President and Commissioners of North
East may require or devise. Any violation of any of the
provisions of this Section shall be a misdemeanor, punish-
able under Section 16 of this Act.

SEC. 10. And be it further enacted, That for every
water and sewer connection, as provided under Section 8,
