whatsoever, such invalidity shall not be construed as affect-
ing the validity of the remainder of this Act or any part
thereof, it being the legislative intent that said remainder
of the act shall stand in full force and effect notwithstand-
ing any partial invalidity.

SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 208.

AN ACT to add a new section to Article 16 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Montgomery County, " sub-title "County Commission-
ers and Treasurer, " said new section to be known as
Section 195A and to follow immediately after Section 195
of said Article, making it unlawful for any member of
the Board of County Commissioners, County Board of
Education or employee of Montgomery County to be in-
terested for profit in any contract of sale or purchase to
which the said Board of County Commissioners is a party
and prohibiting the making of any contract of sale or
purchase except land by said Board of County Commis-
sioners involving more than $500 without advertising for
bids, and providing penalties for the violation thereof.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 16 of The Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County, " sub-title
"County Commissioners and Treasurer, " said new section
to be known as Section 195A, to follow immediately after
Section 195 of said Article and to read as follows:

195A. It shall be unlawful for any member of the Board
of County Commissioners of Montgomery County or of the
Board of County Education of said county, or for any other
public official or employee of said county, to be directly or
