in the manner and form prescribed herein for general elec-
tions, except that the said committee shall canvass the
votes cast and publicly announce the result thereof. The
five persons having the largest number of votes shall be
declared by said committee as the first Common Council for
said Town of Fairmount Heights, and upon their taking
the oath herein prescribed shall become Councilmen for
said Town,
SEC. 20. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public safety and health,
and being passed by a yea and nay vote supported by three-
fifths (3/5) of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 200.
AN ACT to repeal and re-enact with amendments Section
10 of Chapter 731 of the Acts of 1920, entitled "An Act
to incorporate the Town of Riverdale in Prince George's
County, Maryland, and to fix the town limits thereof,
define the persons qualified to vote therein, to provide for
and regulate the election and appointment of officers
therefor and the terms and qualifications of such officers,
to define the method of Government thereof, to define the
corporate powers and to provide an election to determine
whether or not the citizens thereof desire to become in-
corporated" to provide for an increase in the rate of tax-
ation; to provide for the submission of this Act to the
qualified voters of said town.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 10 of Chapter 731 of the Acts of
1920, entitled "AN ACT to incorporate the Town of River-
dale in Prince George's County, Maryland, and to fix the
town limits thereof, define the persons qualified to vote
therein, to provide for and regulate the election and ap-
pointment of officers therefor and the terms and qualifica-
tions of such officers, to define the method of Government
thereof, to define the corporate powers and to provide an
election to determine whether or not the citizens thereof
