The poll books showing the registered voters of said
town last registered shall be used.
In the event that at such election the majority of votes
cast for and against such special assessment shall be in
favor of allowing such assessment, then this Act shall be
in full force and effect; but in the event that the majority
of votes so cast shall be against such special assessment,
then the Mayor and Town Council may submit the same
question in the same manner and under this Act to the
qualified voters of said Town at the general Town election
to be held in July, 1936, in the same method and manner
as hereinbefore provided, and if a majority of the votes
cast at said second election upon said question shall be in
favor of such special assessment then this Act shall be in
full force and effect; but if a majority of the votes cast
upon said question at such second election shall be against
such special assessment then this Act shall be void and of
no effect.
SEC. 4. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 198.
AN ACT to repeal and re-enact with amendments Section
190 of Article 56 of the Annotated Code of Maryland
(1929 Supplement), title "Licenses, " sub-title "Motor
Vehicles, " sub-heading "Non-Resident Owners and Oper-
ators, " relating to licenses of new residents of the State.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 190 of Article 56 of the Annotated
Code of Maryland (1929 Supplement), title "Licenses, "
sub-title "Motor Vehicles, " sub-heading "Non-Resident
Owners and Operators, " be and it is hereby repealed and
re-enacted with amendments to read as follows:
