said county and to let contracts for same to lowest bid-
der; defining a "day" as used in the election laws; and
fixing penalties for the violation thereof.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That five new sections be and they are hereby
added to Article 8 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Cecil County, " to be under
sub-title "Elections, " said new sections to be known as Sec-
tions 168A to 168E, both inclusive, to follow immediately
after Section 168 of said Article, and to read as follows:
168A. The Supervisors of Elections of Cecil County
shall deliver the ballot boxes to the Sheriff of said County
whose duty it shall be to transport and deliver the same
to the judges of election of the respective precincts, for
which service, he being a salaried employee, the sheriff
shall receive no compensation.

168B. Said Supervisors of Election shall employ four
additional men, or women, in each precinct, two of whom
shall be of opposite political faith and designated as Judges
and the remaining two shall be of opposite political faith
and serve in the capacity of Clerks; said Judges and Clerks
shall be sworn in by the Judges during election day; the
retiring Judges and Clerks upon the closing of the polls
shall check ballots with the number of votes cast and per-
form such other duties as may be imposed upon them by
law immediately upon the close of the polls and upon the
completion of said duties the retiring Judges shall deliver
to the new Judges and Clerks the election room and every-
thing pertaining to said election; said new Judges and
Clerks shall proceed with the count of the ballots and shall
be clothed with all the authority vested in Judges and
Clerks by law.
168C. Each Judge of Election, or Clerk reporting at
the close of the polls, shall be compensated for their serv-
ices at the rate of fifty (50) cents per hour; all overtime
shall be at the rate of fifty (50) cents per hour.
168D. Said Supervisors of Election are directed to sub-
mit estimates of the ballot requirements to the bid of the
newspapers of Cecil County and the contract therefor shall
be awarded to the lowest bidder.
168E. Wherever the word "day" is used in any election
law, the same, insofar as Cecil County is concerned, shall
