day but not more than thirty-six hours per calendar week.
Provided further, that in all cases of laborers, workmen or
mechanics, being required to work more than six hours per
calendar day, said laborers, workmen or mechanics shall
be paid at the general prevailing rate for legal holidays
and overtime work for each hour worked in excess of six
hours in any one calendar day. Provided, however, that
in case the bids on the Garbage Contract are excessive, in
the opinion of the Mayor and City Council, the said Mayor
and City Council are hereby authorized and empowered,
to reject any and all bids, and shall have the right and
power to have the work done directly by the City and for
this purpose may purchase any equipment and employ
any laborers, workmen and mechanics which may be nec-
essary.
SEC. 3. And he it further enacted, That this is de-
clared to be an Emergency Law necessary for the immedi-
ate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

CHAPTER 20.
AN ACT to repeal and re-enact with amendments, Section
3 of Chapter 385 of the Acts of the General Assembly of
Maryland, Session of 1929, entitled "An Act to authorize
the Mayor and City Council of Cumberland . to
issue bonds to the amount of Fifty Thousand ($50,-
000.00) Dollars for the purpose of building a central
fire station, in the City of Cumberland, Maryland, and to
provide for the advertisement and sale of the same and
the redemption of same at maturity, together with the
interest thereon when and as the same becomes due and
payable, and repealing any Act or part thereof incon-
sistent herewith," so as to empower the Mayor and City
Council of Cumberland to use the proceeds of the Fifty
Thousand - ($50,000.00) Dollars bond issue therein au-
thorized, or any part thereof, in remodeling any existing
building, or building any new building, and purchasing
