($500, 000. ) for housing the People's Court and the
Juvenile Court, and to re-enact the said section with
amendments, so. as to permit any ordinance of the Mayor
and City Council of Baltimore submitted to the legal
voters of Baltimore City under authority of said Chapter
379 of the Acts of 1931 to provide for the entire issue of
said certificates of indebtedness or the issue of any part
thereof, and declaring this Act to be an emergency law.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 3i/2 of Chapter 379 of the Acts of
1931 be and the same is hereby repealed and re-enacted
with amendments so as to read as follows:
"Section 3^. That any ordinance of the Mayor and
City Council of Baltimore submitted to the legal voters of
Baltimore City under the authority of this Act, shall pro-
vide for the entire issue of certificates of indebtedness
or for the issue of any part thereof, and shall further
provide for the expenditure of the proceeds thereof in ac-
cordance with the provisions of the Charter of Baltimore,
and by the municipal agency designated in the annual ordi-
nance of estimates of the Mayor and City Council of
Baltimore. "
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 121.
AN ACT to repeal Section 4 of Chapter 434 of the Acts
of 1931, which said Act authorizes the issuance of certifi-
cates of indebtedness of the Mayor and City Council of
Baltimore not exceeding ten million dollars ($10, 000, -
000. ) for school purposes, and to re-enact the said section
with amendments, so as to permit any ordinance of the
Mayor and City Council of Baltimore submitted to the
legal voters of Baltimore City under authority of said
