SEC. 2. And be it further enacted, That all laws or
parts of laws inconsistent with the provisions of this Act,
be and they are hereby repealed to the extent of such in-
consistency.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 19.
AN ACT to repeal and re-enact with amendments, Section
102A of Article 1A of the Code of Public Local Laws of
Maryland, (1930 Edition), title "City of Cumberland,"
sub-title "Wages," as said section was enacted by Chapter
54 of the Acts of the Extraordinary Session of 1933, and
to add a new section to said Article, to be known as Sec-
tion 102AA and to follow immediately after Section 102A
relating to certain contracts by the City of Cumberland
and authorizing the city to perform certain work under
certain conditions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 102A of Article 1A of the Code of
Public Local Laws of Maryland, title "City of Cumber-
land," sub-title "Wages," as enacted by Chapter 54 of the
Acts of the Extraordinary Session of 1933, be, and the
same is hereby repealed and re-enacted, with amendments,
to read as follows:
102A. All contracts (excepting those which are here-
after especially provided for) made by or on behalf of the
Mayor and City Council of Cumberland with any person
or persons or corporation, for the performance of any
work for the City of Cumberland, shall be deemed and
considered as made upon the basis of not more than six
hours constituting a day's work and upon the basis of
not more than thirty hours constituting a week's
