(4) To the General Treasury, for use in the Supple-
mental Budget in the restoration of salary reductions,
omissions and reductions in personnel and for maintenance
and operating expenses where the immediate need for the
same is demonstrated and the balance thereof to be ex-
pended for the same purpose by the Board of Public Works,
as the Governor may direct, $500,000.00, from the issue of
April 15, 1935.
(5) To the Board of Public Works, for the construc-
tion of a new building or buildings and equipment for the
same, for the insane and feeble-minded, in the discretion
of the Board of Public Works, $500,000.00, from the issue
of April 15th, 1935.
(6) To the Military Department, for the completion and
equipment of the Fifth Regiment Armory, $50,000.00, from
the issue of April 15th, 1935.
(7) To the Board of Public Works, to be allotted, in
their discretion, for new construction or equipment at
State Hospitals, State Training Schools, or other State
institutions as the Board of Public Works may determine,
$150,000.00, from the issue of April 15th, 1935.
(8) To the General Treasury, in order to provide a
contingent fund to be expended by the Board of Public
Works, during the fiscal years 1936 and 1937, as author-
ized by the Budget, or to effectuate the purpose of any
State or local law, $1,000,000.00, of which $500,000.00 shall
be from the issue of October 15th, 1935, and $500.000.00
from the issue of October 15th, 1936.
(9) To the General Treasury, to supply funds in lieu
of the gasoline tax funds restored to the State Roads Com-
mission in the Supplemetal Budget for the years 1936 and
1937, $2,000,000.00 of which $1,000,000.00 shall be
from the issue of October 15, 1933, and $1,000,000.00 shall
be-from the issue of October 15, 1936; in addition to which
sums the State Roads Commission shall receive from the
General Treasury whatever premium may be obtained from
the sale of the entire $8,500,000 issue of bonds or certifi-
cates of indebtedness.
SEC. 7. And be it further enacted, That all contracts
for the above purposes shall be subject to the approval of
the Board of Public Works, and where appropriations are
made to an institution or department for two or more pur-
poses, the order in which the same are to be begun shall
likewise be subject to the approval of the Board of Public
