1310 VETOES.

BALTIMORE COUNTY.

Chapter 320, House Bill 440, provides for a Chief Engi-
neer, in place of the Roads and Metropolitan Engineers, and
authorizes a general levy on the entire County for Metro-
politan District purposes.

This bill would make it possible to impose additional tax
burdens on persons receiving no benefits therefrom and I
have, therefore, vetoed the bill.

Chapter 558, House Bill 371, authorizes the County Com-
missioners of Baltimore County to provide for the transpor-
tation of school children attending certain private schools.

The approval of this bill would result in an increase in
the tax rate and I have, therefore, vetoed it.

BANKS AND TRUST COMPANIES.

Chapter 518, Senate Bill 421, permits the Federal Deposit
Insurance Corporation to act as Receiver for Banks and
Trust Companies.

I see no reason for changing our long-established practice
of having the Bank Commissioner act as Receiver for our
banking institutions and have, therefore, vetoed this bill.

BARBERING.

Chapter 425, House Bill 621, relates to barbering and
beauty culture in Worcester County only.

As I have approved legislation passed at the present ses-
sion covering both of these subjects, I find that there is no
necessity for this local law and I have, therefore, vetoed the
bill.

CONSERVATION.

Chapter 556, Senate Bill 471, authorizes the Conserva-
tion Commissioner to protect and encourage the organiza-
tion of co-operative associations of fishermen.

I have received numerous protests from fishermen and
citizens of the tidewater counties against this legislation
and I have, therefore, vetoed the bill.

CRABS.

Chapter 513, Senate Bill 416, directs the Conservation
Commissioner to purchase and place crabs in the waters
of Somerset County.

Dr. Ralph V. Truitt, of the University of Maryland, who
is an expert on the subject, advises me that the saline con-
