SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 594.
AN ACT to repeal and re-enact, with amendments, Sec-
tions 11, 21 and 23 of Article 48 of the Annotated Code
of Maryland (1924 Edition), title "Inspections, " sub-
title "Tobacco, " (Sections 11 and 21 having been amend-
ed by Chapter 325 of the Acts of 1933), making it op-
tional with the grower or shipper as to whether his
tobacco shall be graded, providing that tobacco may be
graded at the hogshead or elsewhere in the warehouse,
and relating to claims for unsound or damaged tobacco.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 11, 21 and 23 of Article 48 of the
Annotated Code of Maryland (1924 Edition), title "In-
spections, " sub-title "Tobacco, " Sections 11 and 21. having
been amended by Chapter 325 of the Acts of 1933, be and
they are hereby repealed and re-enacted, with amend-
ments, to read as follows:
11. The Inspector of Tobacco, with the approval of the
Governor, shall have power to appoint one chief clerk and
such other clerks, samplers, tyers, janitors, screw-man,
laborers and other help as may be necessary for the efficient
and economical management of the warehouse. Such em-
ployees shall be paid the salaries or wages provided by the
General Assembly through the annual budget or appro-
priation act. The inspector may assign any appointee or
employee to any work deemed by him necessary for the
business of the tobacco warehouse or for the promotion of
the tobacco growing industry of the State, and he shall, as
far as possible, equitably apportion the appointments to be
made by him between the tobacco growing counties of the
State.
The Inspector, with the approval of the Governor, shall
appoint as many full-time or part-time employees who are
