inbefore provided, but said Department of Welfare is here-
by vested with all the rights, powers and functions which
are vested in the County Boards under this Act.
SEC. 2. And be it further enacted. That all Laws or
parts of Laws inconsistent with the provisions of this Act,
be and they are hereby repealed to the extent of such incon-
sistency.
SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1935.

CHAPTER 587.
AN ACT to authorize and empower the County Commis-
sioners of Montgomery County to borrow upon the faith
and credit of said county, at any time not later than June
1, 1937, a sum not exceeding in the aggregate Seven Hun-
dred and Fifty Thousand Dollars ($750, 000. 00) which
may be increased to a sum not exceeding Eight Hundred
and Fifty Thousand Dollars ($850, 000. 00) upon the hap-
pening of certain contingencies, and also to borrow cer-
tain incidental sums, for the purpose of providing funds
to continue the school construction program of Montgom-
ery County, and to evidence said borrowing by the issu-
ance and sale of coupon bonds, and providing for the pay-
ment of the said coupon bonds and the interest thereon
by a general tax levy upon all the taxable property with-
in the limits of said county.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That for the purposes hereinafter specified and
recited and subject to the conditions and qualifications
hereinafter set forth the County Commissioners of Mont-
gomery County are hereby authorized and empowered to
borrow upon the faith and credit of said county a sum not to
exceed Seven Hundred and Fifty Thousand Dollars ($750, -
000. 00) or in the event the contingencies hereinafter in Sec-
tion 5 set forth should occur, then and in such event a sum
not to exceed Eight Hundred and Fifty Thousand Dollars
($850, 000. 00), and to issue and sell coupon bonds therefor
in the amount thereof to evidence such borrowing and said
