SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law necessary for the
immediate preservation of the public safety and health,
and being passed upon the yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 568,
AN ACT to add a new section to Article 56 of the Anno-
tated Code of Maryland (1929 Supplement), title
"Licenses, " sub-title "Motor Vehicles, " sub-heading
"Registration of Motor Vehicles and Operators, " said new
section to be known as Section 179A and to follow im-
mediately after Section 179 of said Article, providing
for the registration of certain motor vehicles and the
issuing of metal markers or plates therefor by certain
local officials in the several Counties.

CHAPTER 569,
AN ACT to authorize and direct the County Commissioners
of Kent County, Maryland, to provide for the building of
public school buildings in Galena, Chestertown and Rock
Hall; and to issue bonds to pay for the same, and to levy
an annual sum to pay such bonds and the interest thereon
as they mature, and to create and designate commissions
for l^uilding and equipping said public school buildings;
and to provide a referendum thereon.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Kent County,
Maryland, are hereby authorized and directed to borrow on
the credit of said County an amount not exceeding one
hundred and seventy thousand dollars, and to issue coupon
bonds therefor not later than April 1, 1937, in sums of not
less than one hundred dollars nor more than one
thousand dollars to be signed by the president
