tax levied for the use of the Commission one-third in each
year succeeding. Any funds over and above that necessary
for operating and administrative purposes, and any other
funds not specifically pledged by law which heretofore or
hereafter remain in the hands of said Commission may be
used in the respective counties of the district in the same
proportion as the same were collected from said counties
for the purchase, development and maintenance of park
lands therein; provided, however, that any such funds not
collected in the said counties may be used by said Com-
mission as in its discretion is for the best interests of said
District.

s SEC. 2. And it is further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety
and having been passed upon a yea and nay vote supported
by three-fifths of all the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 509.

AN ACT to add four new sections to Article 13 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Harford County, " sub-title "County Commissioners, " to
follow Section 234 of said Article and to be known as
Sections 234A to 234D, authorizing and empowering the
County Commissioners of Harford County to borrow
upon the faith and credit of Harford County a sum of
money not to exceed $750, 000 at a rate of interest not
to exceed 4%, for the purpose of extending the present
State Roads system in said County, and providing for
the levying of taxes by said Commissioners to repay the
loan and interest thereon, and providing that said loan
and every part thereof and the interest payable thereon,
shall be and remain exempt from State, County and mu-
nicipal taxation.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That four new sections be added to Article 13
of the Code of Public Local Laws of Maryland, title "Har-
ford County, " sub-title "County Commissioners, " to fol-
