Assembly of Maryland of 1933 provides that the certificates
of indebtedness issued in pursuance of said section shall
be payable from a tax levy upon all the assessable property
within the limits of Montgomery County; and
WHEREAS, It is desirable that all certificates of indebted-
ness heretofore issued by the County Commissioners of
Montgomery County pursuant to the authority granted by
said Section 213 of Article 16 of the Code of Public Local
Laws of Maryland as purported to be amended by said
Chapter 163 of the Acts of the General Assembly of Mary-
land of 1933 shall be the valid and binding obligations of
Montgomery County, issued upon its full faith and credit
and payable by a general tax levied upon all the assessable
property with in the limits of said County;
THEREFORE:
SECTION 1. Be it enacted by the General Assembly of
Maryland, That all certificates of indebtedness heretofore
issued by the County Commissioners of Montgomery Coun-
ty pursuant to authority granted by Section 213 of Article
16 of the Code of Public Local Laws of Maryland, as
amended by Chapter 52 of the Acts of the General Assem-
bly of Maryland of 1931 and as purported to be amended
by Chapter 163 of the Acts of the General Assembly of
Maryland of 1933, be and the same are hereby declared to
be the valid and binding obligations of Montgomery County,
issued upon its full faith and credit and subject to all of
the provisions of said Section 213 of Article 16 of the Code
of Public Local Laws of Maryland, as amended and as
purported to be amended, and payable from the proceeds of
redemptions of property from tax sales or from the sales
of such property and also by a general tax levy upon all
the assessable property within the limits of said County
as provided in said Section 213 of Article 16 of the Code
of Public Local Laws of Maryland, as amended by Chapter
52 of the Acts of the General Assembly of Maryland of
1931 and as purported to be amended by Chapter 163 of
the Acts of the General Assembly of Maryland of 1933.
SEC. 2. And be it further enacted, That this Act is
declared to be an emergency law and necessary for the
immediate preservation of the public health, safety and
welfare, and being passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
