SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new Article be, and the same is hereby
added to the Code of Public General Laws of Maryland, the
said new Article to follow immediately after Article 2-A, to
be known as Article 2-B, to be entitled "Alcoholic Bever-
ages, " and to read as follows:
DEFINITIONS. (1) The words "alcoholic beverages"
when used in this Act shall be construed to include alcohol,
brandy, whiskey, rum, gin, beer, ale, porter, stout, wine, and
cider, and in addition thereto, any spirituous, vinous, malt
or fermented liquor, liquids and compounds of whatever
name called, containing one-half of one percentum or more
of alcohol by volume, which are fit for beverage purposes,
provided that the foregoing definition shall not extend to
wine and cider when manufactured for home consumption
and which are not sold by the maker or manufacturer, nor
to alcohol used exclusively for the manufacture of med-
icinal, antiseptic or toilet preparations, flavoring extracts
and other preparations unfit for beverage purposes.
(2) The word "person" shall mean and include natural
persons, associations, co-partnerships and corporations.
(3) The word "manufacturer" shall mean any "person"
operating a plant or place of business within this State, for
distilling, brewing, fermenting, blending, rectifying or bot-
tling any "alcoholic beverage".
(4) The word "wholesaler" shall mean any "person"
who shall purchase, acquire or import any "alcoholic bever-
ages" for resale only to "retail and wholesale dealers".
(5) The words "retail dealer" shall mean any holder of
a license issued under the provisions of this Act, or any
other law of this State which authorizes the sale of alco-
holic beverages other than a "manufacturer" or "whole-
saler" and shall include a dispensary if such an establish-
ment should be authorized in any county.
(6) The words "license holder" shall mean the holder
of any license issued under the provisions of this Act.
(7) The word "importer" means the "person" trans-
porting or shipping "alcoholic beverages" into the State
of Maryland from any other State or Country, whether
such "person" is a resident or non-resident of the State of
Maryland.
(8) The word "import" means the transportation or
ordering, or arranging for the transportation or shipment
