eligible person to fill the vacancy. The Clerk of the County
Commissioners or such other employee of the Board of
County Commissioners as may be designated by said Board,
shall act as the Clerk and Secretary of the Liquor Control
Board. The Liquor Control Board for Montgomery County
is hereby authorized and empowered to establish in said
County three county dispensaries or stores at such locations
as may be provided by the Board of County Commissioners,
one of which shall be located in or in the vicinity of Silver
Spring, in the Thirteenth Election District of said County,
one in or in the vicinity of Bethesda, in the Seventh Election
District of said County, and one in or in the vicinity of the
town of Rockville, in the Fourth Election District of said
County.

In the performance of the duties imposed upon them by
this Act, the Liquor Control Board for Montgomery County
shall have full power and authority

(1) to purchase from any "wholesaler" or "manufac-
turer, " and also from any non-resident producer or dealer
any alcoholic beverages and to import such beverages in this
State for resale as hereinafter provided.

(2) to sell and deliver all alcoholic beverages in sealed
packages or containers at such prices as may be determined
by the Liquor Control Board, to all licensed dealers in Mont-
gomery County who are authorized to resell such beverages,
and also to sell all alcoholic beverages for shipment or de-
livery outside the State of Maryland.

(3) to sell and deliver at the dispensary or store, as
above authorized, all alcoholic beverages at such prices as
may be determined by the Board, in a sealed package or
container, which package or container shall not be opened
nor its contents consumed in any of said stores or dispen-
saries.

(4) to make any and all contracts, rules and regulations
which the said Board may deem necessary or desirable to
carry out the powers conferred upon said Board by this Act.

The Board of County Commissioners of Montgomery
County is hereby authorized and empowered to borrow upon
the credit and faith of said County such sum or sums as it
may deem necessary to provide the Liquor Control Board
with an adequate working capital for the establishment and
operation of and to build or buy adequate quarters for such
dispensary, and for that purpose, the Board of County Com-
missioners may, from time to time, issue such notes, certi-
ficates of indebtedness and/or bonds and in such denomina-
