ALBERT C. RITCHIE, GOVERNOR. 311

quently be doubt regarding the validity of the title of any
purchaser from the County Commissioners other than the
previous owner.

For the above reasons, I vetoed a similar bill at the Gen-
eral Session of 1933, and for the same reasons the present
bill will be vetoed now.

DUPLICATE BILLS.

Chapter 106, Senate Bill 9, relating to the Home Owners
Loan Corporation, is a duplicate of Chapter 99, Senate Bill
20, which will be signed, so Chapter 106 will be vetoed.

Chapter 101, Senate Bill 12, relating to Trust Companies,
is a duplicate of Chapter 14, House Bill 39, which has been
signed, so Chapter 101 will be vetoed.

Chapter 18, House Bill 51, relating to larceny, is a dupli-
cate of Chapter 78, Senate Bill 36, which has been signed,
so Chapter 18 will be vetoed.

MAYOR EXERCISING JUDICIAL POWERS,
(Chapter 43, House Bill 59. )

This bill vests the Mayor of Glen Echo with the powers of
a Justice of the Peace to try all violations against the or-
dinances of the town. In the case of Hagerstown vs. Del-
chert, 32 Md. 369, it is held that the Mayor of a town cannot
be vested with judicial functions, and for this reason the
bill will be vetoed.
