Criminal Cases, " said section to be known as Section 87A,
to follow immediately after Section 87 of said Article, and
to read as follows:
87A. Whenever any writ of error or appeal shall be
brought upon any judgment, or any indictment, informa-
tion, presentment, inquisition or conviction in any criminal
case, the Court of Appeals shall give judgment without re-
gard to technical errors, defects or exceptions, which do
not affect the substantial rights of the parties.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary to
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 99.
AN ACT to repeal and re-enact, with amendments, Sec-
tions 19 and 21 of Article 48A of the Code of Public Gen-
eral Laws of Maryland, 1929 Supplement, title "Insur-
ance", sub-title "General Provisions", changing the pur-
pose for which deposits are required to be made by
domestic and foreign insurance companies and author-
izing the deposit of bonds of the Home Owners Loan
Corporation by such companies.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 19 and 21 of Article 48A of the
Code of Public General Laws of Maryland, 1929 Supple-
ment, title "Insurance", sub-title "General Provisions", be,
and the same is hereby repealed and re-enacted, with
amendments, so as to read as follows:
19. DEPOSIT OF SECURITIES BY DOMESTIC COM-
PANIES. Every domestic company writing life, health,
accident, liability, compensation or casualty insurance, or
fidelity or surety bonds, except industrial life insurance
companies embraced within the provisions of Section 98,
99, and 100, shall, before being entitled to transact any
business of insurance, assign to and deposit with the treas-
urer of the State of Maryland, in trust, as security for all
