shall not be repealed or diminished or applied to any other
object until the debt incurred under this Act and interest
thereon shall be fully discharged. If such reserve fund is
invested, it shall be invested only in obligations to which
the full faith and credit of the State of Maryland is pledged.
SECTION 2. And be it further enacted, That this Act is
an emergency law and necessary for the immediate pres-
ervation of the public health and safety, and for main-
tenance of the State Government and having passed by a
yea and nay vote of three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 94.
AN ACT to relieve Worcester County from paying the
State of Maryland the amount charged by the Maryland
Penitentiary for the board and keeping of Euel Lee.
WHEREAS, The Commission appointed by His Excellency,
Governor Ritchie, to consider changes in the Administra-
tion of Criminal Justice, has recommended that the State
bear all expenses in connection with the detention of con-
victs sentenced to death; and
WHEREAS, Senate Bill No. 22 now pending before this
General Assembly provides for the payment of such ex-
penses by the State; and
WHEREAS, The total cost assessed against Worcester
County in the recently so-called Euel Lee Case amounts to
12, 818. 67, of which $6, 028. 09 are for the cost of guarding,
feeding and keeping the said Euel Lee in the Maryland
Penitentiary after his conviction and sentence to death due
to unusual and extraordinary delays in said case; therefore
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Worcester County be and it is hereby re-
lieved from the payment to the State of the $6, 028. 09
charged by the Maryland Penitentiary for the guarding,
feeding and keeping the said Euel Lee.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1934.
