each entity thereof borrowing money or incurring indebt-
edness under the provisions of this Act by providing the
destitute and unemployed inhabitants of such entity with
assistance, food, shelter, supplies, necessities and other re-
lief, either alone, or in conjunction and cooperation with
the State or Federal Government.

(b) For the general protection and preservation of the
peace, safety, health and welfare of the State, and each
entity thereof borrowing money or incurring indebtedness
under the provisions of this Act by providing work and
labor for the destitute and unemployed residents and inhab-
itants of such entity; such work and labor to be provided
either as a part of a general State or Federal Govern-
mental plan or to be undertaken by such entity alone.

201. (a) That a county shall avail itself of the provi-
sions of this Act in the following manner: There shall be
duly passed by the County Commissioners a motion or
resolution stating in substance that the County has deter-
mined to avail itself of the provisions of this Act, and
binds itself to fulfill all obligations incurred under this Act.

(b) That an incorporated town or city shall avail itself
of the provisions of this Act in the following manner:
There shall be passed or enacted by the governing body of
such entity a motion, resolution or ordinance stating in
substance that such entity has determined to avail itself
of the provisions of this Act and binds itself to fulfill all
obligations incurred under this Act.

202. That each county, incorporated town or city, ex-
cept the Mayor and City Council of Baltimore, be and it is
hereby authorized and empowered to issue its individual
notes, certificates of indebtedness or other evidence of in-
debtedness for any sum or sums borrowed or indebtedness
incurred under the provisions of this Act.

203. That the County Commissioners of each County,
or the governing body of each incorporated town or city
as the case may be, shall determine, subject to any and all
limitations contained in this Act the following:

(a) The manner, method, means and conditions by
which an indebtedness shall be incurred, or money borrowed
under the provisions of this Act;

(b) The kind and character of obligations which shall
be issued under the provisions of this Act;
