Chesapeake Bay and tributaries; authorizing and empow-
ering the County Commissioners of Anne Arundel County
to act as a district council for each taxing and assessment
district; authorizing and empowering said Commission-
ers, acting as District Council for said respective districts,
to acquire land for the construction of erosion preven-
tion works by purchase or condemnation in any of such
districts; to borrow money upon the faith and credit of
any of such districts to be improved for the purchase and
condemnation of land for the construction of erosion pre-
vention works in any of such districts; to provide a hear-
ing to the owners of real property in any district proposed
to be improved before such improvements are made; to
advertise for bids and award contracts for such works,
and to construct the same; to levy a benefit charge on all
real estate in each district so improved after notice to
and hearing of the owners of real property in such dis-
trict; to levy a tax on all assessable property in each dis-
trict so improved, annually, to repay money borrowed
for the construction of such works in each district, other
necessary disbursements and to keep said works in re-
pair; to require the County Commissioners of Anne
Arundel County to guarantee the payment of the prin-
cipal and interest of bonds issued under this Act;
to require the keeping of separate records of the
proceedings of the County Commissioners as District
Council for each district and separate accounts of re-
ceipts and disbursements for each district, and to pro-
vide for the collection of such assessments and taxes by
the Treasurer of Anne Arundel County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Article 2 of the Code of Public Local Laws
of Maryland (1930 "Edition), title, "Anne Arundel Coun-
ty, " be and it hereby is amended by inserting immediately
after Section 515 the following sub-title, "Taxing and As-
sessment Districts. "

SEC. 2. And be it further enacted, That Article 2 of
the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County, " be and it hereby is
amended by adding a new section thereto to be known as
Section 505A to follow immediately after Section 505, and
by adding seven new sections thereto to be known respect-
ively as Sections 516, 517, 518, 519, 520, 521, and 522, to
follow immediately after the sub-title "Taxing and Assess-
