ities Commission—Sinking Fund Account, " and the funds
so deposited in said account shall be withdrawn and paid
over by said Commission to the Mayor and City Council
of Havre de Grace for the sole purpose of providing funds
for the prior redemption of the Series B Bonds hereinabove
authorized to be issued.

The deposits and deductions hereinabove by sub-sections
(b) and (c) required to be made by the Municipal Util-
ities Commission shall be made quarterly in the manner
prescribed, the quarterly dates to be so arranged that at
least two of them shall correspond with the semi-annual
interest dates of the bonds hereby authorized.

At least two weeks prior to each interest date of the
bonds hereby authorized to be issued, it shall be the duty
of the Treasurer of Havre de Grace to certify to the Mayor
and City Council of Havre de Grace the amount, of money
on deposit in the special account hereinabove in sub-section
(b) provided for. At the same time it shall also be the
duty of the Municipal Utilities Commission to certify to
the Mayor and City Council of Havre de Grace the amount
of money on deposit in the special account hereinabove in
sub-section (c) provided for. If at any time either said
Treasurer or said Commission shall fail or refuse to make
such certification, then the Mayor and City Council of
Havre de Grace shall have the right to demand the same,
and in the event said demand is not complied with, then
it shall be the dutyof the Mayor and City Council of Havre
de Grace to institute a prompt investigation of said ac-
counts. Whenever at any such interest date the amount of
said sinking fund shall equal or exceed one thousand dol-
lars ($1, 000. 00), then it shall be the duty of the Mayor
and City Council of Havre de Grace to advertise for the
redemption, in the manner hereinabove prescribed, of one
or more of said Series B Bonds hereinabove authorized to
be issued, depending upon the amount in said sinking fund.

SEC. 6. And be it further enacted by the General As-
sembly of Maryland, That in the event the revenues from
the operations of the Havre de Grace Water Plant, are not
sufficient in any fiscal year to meet the payments of inter-
est due on the Series A and Series B Bonds hereby author-
ized and the payments on account of principal due on the
Series A bonds hereby authorized, or if the funds allocated
to said payments in any one year shall be less than fifty per
cent (50%) of the total revenues of said water plant then,
and in either such event, The Mayor and City Council of
