this Act and the principal of the notes, bonds and other
evidences of indebtedness issued in evidence thereof and
the interest thereon when due and payable, said County
Commissioners of Allegany County shall levy a tax upon
all of the assessable property in said County sufficient to
provide funds for the payment of all such sums when due
and payable.

SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 20.

AN ACT to repeal and re-enact, with amendments, Section
19 of Article 31 of the Annotated Code of Maryland,
(1935 Supplement) title "Debt-Public, " sub-title "Public
Works. "

CHAPTER 21.

AN ACT to amend the sub-title "Mothers' Relief" follow-
ing after Section 20A of Article 88A of the Annotated
Code of Maryland (1935 Supplement) title "State Aid
and Charities, " sub-title "Mothers' Relief, " by striking
out the said sub-title and inserting in lieu thereof a new
sub-title, to be known as "Aid to Dependent Children";
to repeal Sections 21 to 27, inclusive, of said Article, and
to insert in lieu thereof, fourteen new sections, to be
known as Sections 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31,
32, 33 and 34, to provide public aid to dependent children.
