if any of said bonds so offered for sale are not bid for, or
If any insufficient price be bid for them, they may subse-
quently be disposed of under the direction of said County
Commissioners, or a majority of them, at private sale,
upon the best terms that they can obtain for the same; pro-
vided that no bonds shall be sold at private sale at less than
par and accrued interest; and provided further that said
County Commissioners shall, in their discretion, have the
right to reject any or all bids.

SEC. 4. And be it further enacted, That the actual pro-
ceeds of the sale of said bonds shall be used exclusively for
the following purposes:

a. For the payment of the cost of engraving or print-
ing of said bonds, and for the payment of the costs of ad-
vertising authorized by this Act, and all other incidental
expenses incurred by the issuance of said bonds.

b. The remainder of the proceeds from the sale of said
bonds shall be paid over to the Treasurer of Allegany
County and deposited by him in a special account, at in-
terest, in such bank or banks as said Treasurer may deter-
mine. The money shall be used exclusively for the pur-
pose of making up. during any of the years 1936, 1937,
1938, 1939 and 1940 any deficiency between the amount of
money paid by the State Roads Commission of Maryland
to the Treasurer of Allegany County from the Lateral
Road Gasoline Tax Fund, and the sum of One Hundred
Thousand Dollars ($100, 000. 00) as provided by Chapter
105 of the Acts of 1931, said sum of One Hundred Thou-
sand Dollars ($100, 000. 00) being the amount of money
necessary annually to retire the "Allegany County Roads
Bonds, Issue of 1931" as they mature, and for the payment
of the interest on such of said "Allegany County Roads
Bonds, Issue of 1931" as may be outstanding.

SEC. 5. And be it further enacted, That for the pur-
pose of redeeming said bonds as they mature and become
payable and for the payment of the interest on such bonds
as may be outstanding, the State Roads Commission of
Maryland annually shall pay or the Comptroller and Treas-
urer of Maryland shall on order of the State Roads Com-
mission of Maryland annually pay to the Treasurer of Al-
legany County not less than seventy-five per cent (75%)
of the funds allocated for use in Allegany County from the
receipts of the Lateral Road Gasoline Tax Fund as pro-
vided by Chapter 118 of the Acts of 1927 and any amend-
