direction of the Board of State Aid and Charities, and ex-
pended by the County Welfare Boards or the Department
of Welfare of Baltimore City, as the case may be. Admin-
istrative costs as to disbursements under sub-sections (d)
and (e) of these sections of said County Boards and De-
partment shall be paid out of the funds derived from local
sources, or out of allotments from State Funds, or both, as
the Board of State Aid and Charities may prescribe.

(f) the remaining balance in said fund, and any excess
sums unnecessary for the purpose hereinabove specified,
shall be allocated and disbursed from time to time on war-
rant of the Comptroller, on the basis of 60% to Baltimore
City and 40% to the counties as a whole. The basis of ap-
portioning said 40% among the various counties shall be
in the following percentages:
