into the "State Fund for Aid to the Needy" all taxes col-
lected and received by him under the provisions of this
Act, together with all sums directed to be paid into said
Fund by any other provision of law, and in addition there-
to the Treasurer of the State shall pay into said Fund any
surplus in the revenue derived from the State Inheritance
Tax Law which may remain after the creation of the Re-
serve Fund and the payment of interest and principal re-
quirements of the Emergency Bond Issue of 1935, as
enacted by Chapter 91 of the Acts of the General Assembly
of 1935 and after the payment into the Treasury of the
$550, 000. 00 of estimated receipts into the General Funds
of the Treasury for each of the fiscal years ending Septem-
ber 30, 1936, and September 30, 1937. Disbursements from
said Fund shall be made upon warrant of the Comptroller
for the following purposes:

(a) to pay the salaries of such additional employees as
the Comptroller shall find necessary to administer and col-
lect said taxes, and all other expenses incidental thereto.
The Comptroller is hereby authorized to employ such as-
sistants as he deems necessary, at such compensation as
he may determine, subject to the approval of the Board of
Public Works. All such employees shall be subject to re-
moval by the Comptroller at any time for any cause he
may deem sufficient.

(b) after the payment of salaries and expenses, as here-
inabove provided, the Comptroller shall set aside such sums
as may be necessary for the payment of refunds.

(c) after the payment of salaries and expenses, and
setting aside a sum for refunds, the Comptroller shall set
aside such sums as may be necessary to pay the expenses
of the Board of State Aid and Charities and the salaries
and expenses of the employees of said Board.

(d) the Comptroller shall next set aside such sum as
may be necessary, not in excess of $1, 000, 000, for the pay-
ment, or contribution to the payment of, old age pensions,
in accordance with the provisions of Section 15 of Article
70A of the Code.

(e) the Comptroller shall next set aside such sum as
may be necessary, not in excess of $1, 450, 000, for the pay-
ment of, or contribution to the payment of, aid to depend-
ent children, in accordance with the provisions of Section
31 of Article 88A of the Code. Disbursements under sub-
section (d) and (e) of this Section shall be made under the
