ELECTIONS.
Chapter 43, House Bill 72, amends Sec. 127 of Art. 33 of
the Annotated Code, by increasing the compensation of
election officials in Worcester and Queen Anne's Counties,
but the title of the bill merely recited the increase in com-
pensation for the election officials in Worcester County.
Queen Anne's County is opposed to the increase and, not
having had proper notice—-due to misleading title, I feel
that I should not approve the bill. Furthermore, the At-
torney-General thinks the bill should not be approved on
account of defective title. I have, therefore, vetoed it.
MONTGOMERY COUNTY.
Chapter 120, Senate Bill 89, provides for publishing the
disbursements and receipts of the County Treasurer.
Chapter 121, Senate Bill 90, relates to the time and man-
ner of selling property for delinquent taxes.
Both of these bills curtail, to a considerable extent, the
authority and powers of the County Commissioners. I have,
therefore, vetoed them.
NATIONAL GUARD.
Chapter 8, Senate Bill 160, provides that any General
commanding a unit of the National Guard, with the ap-
proval of the Governor, may continue to hold such position
until he reaches the age of sixty-nine.
The Attorney-General has advised me that, in his opin-
ion, it is in violation of the Federal Constitution and I have,
therefore, vetoed it.
NATIONAL HOUSING ACT.
Chapter 155, Senate Bill 58, authorizes investments in
securities issued or insured under the National Housing Act.
The Attorney-General has ruled that the title is defec-
tive, since the body of the bill was enlarged without amend-
ing the title. I have, therefore, vetoed the bill.
PENSIONS.
Chapter 63, House Bill 115, directs the Department of
State Police to pay a pension to the widow of Sergeant Wil-
bert V. Hunter.
