VETOES

BILLS PASSED BY THE SPECIAL SESSION OF THE

LEGISLATURE OF 1936 AND VETOED BY

GOVERNOR NICE AND HIS REASONS IN

EACH CASE FOR THE SAME.

THE TOTAL NUMBER OF BILLS VETOED IS 19.

(All of these bills were vetoed by the Governor after the
adjournment of the Legislature, either having been
presented to him after the adjournment of the Legis-
lature or not in sufficient time to require executive ac-
tion before adjournment. )

ALCOHOLIC BEVERAGES.

Chapter 76, House Bill 143, amends Article 2B by con-
ferring concurrent jurisdiction upon the Police Justice of
Dorchester County as to certain violations of the law re-
lating to alcoholic beverages.

In the opinion of the Attorney-General, this bill is invalid
because the penalty to be imposed for violation of the law
is in excess of the jurisdiction which Police Justices have.

Chapter 157, Senate Bill 87, relates to the classes of
licenses which may be issued in Howard County and pre-
scribes the conditions under which they may be issued and
the fees therefor.

The Attorney-General has ruled that this bill is invalid
on account of defective title. I have, therefore, vetoed both
of these bills.

ANNE ARUNDEL COUNTY.

Chapter 68, House Bill 123, relates to the appointment
and retirement of police officers of Anne Arundel County.

I vetoed a similar bill passed at the 1935 Session on the
ground that it would cause an increase in the county tax
rate and, for the same reason, I veto this bill.
