WHEREAS, There has been enacted by the Senate and
House of Representatives of the United States of America
in Congress assembled, An Act to provide for research
into basic laws and principles relating to agriculture and
to provide for the further development of co-operative
agricultural extension work and the more complete endow-
ment and support of land-grant colleges, approved June
29, 1935 (Public—No. 182—74th Congress); and
WHEREAS, The provisions of the Act and the purpose of
the grants of money authorized by the Act are made sub-
ject to the legislative assent of the several states and terri-
tories; therefore
Be it resolved by the General Assembly of the State of
Maryland, That the assent of the General Assembly of the
State of Maryland, required by the said Act, be and the
same is hereby given.

NO. 11.
A Joint Resolution requesting the Governor to provide for
an Advisory Safety Council.
WHEREAS, Automobile accidents and fatalities in Mary-
land have become so serious as to constitute a menace and
danger to all the citizens of the State; and
WHEREAS, A criminal element of this and of other States
by the use of automobiles increasingly endangers the lives
and property of our citizens; and
WHEREAS, Many operators of motor vehicles, either
through negligence or indifference, also add to the traffic
hazards; and
WHEREAS, In order to reduce or eliminate as many of
these hazards and dangers as possible it is desirable to have
a careful study and analysis made of all serious automobile
accidents; therefore be it
Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby requested to provide for the
creation of a Maryland Advisory Safety Council, of an ap-
propriate number of representatives from Baltimore City
