any application, whether such fee or charge be paid by the
applicant or pensioner or by any other person or persons.
If it appears that any applicant has moved into the
county in which he applies within one year prior to appli-
cation for the purpose of applying for a pension in said
county, he shall be deemed for all purposes of this Article
a resident of the county in which he last previously re-
sided. No pensioner may transfer his residence from one
county to another without the written consent of the Local
Boards of both counties, which consent shall transfer lia-
bility for his pension to the county into which he shall so
remove. For purposes of this and the preceding paragraph
"county" shall be deemed to include Baltimore City and
"Local Board" shall include the Department of Welfare of
Baltimore City.
The Board of State Aid and Charities, shall prescribe
rules and regulations carrying out the provisions of this
section.
8. On the death of a pensioner, such reasonable funeral
expenses shall be paid as the Local Board of the County
or the Department of Welfare of Baltimore City may direct
not exceeding one hundred dollars ($100); provided that
the estate of the deceased is insufficient to defray these
expenses.
Upon the death of a pensioner, the total amount paid on
such pension together with three per cent, interest, shall
be deducted and allowed out of the proceeds of the property
of such pensioner as a preferred claim against the estate,
ranking in order and priority after funeral expenses as
provided in Section 5 of Article 93 of the Code of Public
General Laws and prior to all other claims and expenses
of whatsoever nature.
11. If at any time the Local Board or the Department
of Welfare of Baltimore City believe that a pension has
been improperly obtained, the said Local Board or the De-
partment of Welfare of Baltimore City shall cause spe-
cial inquiry to be made and may suspend payment of any
installment pending the inquiry. If upon a fair hearing
it appears that the pension was improperly obtained, it
shall be cancelled; but if it appears that the pension was
properly obtained, the suspended installments shall be pay-
able in due course.
13. (1) Any person who violates any provision of this
Article for which no penalty is specifically provided shall
