and it may for cause suspend assistance for such period as
it may deem proper.

29. Any child qualified for and receiving assistance
pursuant to the provisions of this sub-title, in any county
of this State, who moves or is taken to another county in
this State shall be entitled to receive assistance in the
county to which he has moved or been taken, and the local
unit of the county from which he has moved shall transfer
all necessary records relating to the child to the local unit
of the county to which he has moved.

30. The Board of Estimates and the Mayor and City
Council of Baltimore and the County Commissioners of the
respective counties of this State are authorized and directed
to levy such taxes not exceeding one cent (1$) on each one
hundred dollars of assessable property as may be necessary
and sufficient to carry out the provisions of this sub-title, or
to provide for the same out of the proceeds of the general
tax levy. Should the fund or funds available be insufficient
to permit of an allowance to only a part of the dependent
children coming within the provisions of this sub-title, "the
local unit shall select in their discretion those in most
urgent need of such assistance.

31. Each local unit shall keep such records and ac-
counts in relation to assistance to dependent children as
the State Department shall prescribe. The Board of State
Aid and Charities shall allocate to each local unit from the
State Fund for Aid to the Needy such amounts, not in ex-
cess of the total amount available for such purpose, and
upon such conditions, as said Board may prescribe.

32. No person shall make any charge or receive any
fee for representing an applicant or recipient of assistance
to dependent children in any proceeding hereunder, ex-
cept as to criminal proceedings brought pursuant to the
provisions of this sub-title, or with respect to any appli-
cations, whether such fee or charge be paid by the appli-
cant or recipient or any other person.

33. Whoever obtains or attempts to obtain or aids or
abets any person to obtain by means of a wilfully false
statement or representation or by impersonation, or other
fraudulent device:

(1) Assistance to which he is not entitled;
