aggregate principal amount of such bonds or other evi-
dences of indebtedness shall not exceed $35, 000. 00.
SEC. 4. And be it further enacted, That for the pur-
pose of repaying any money borrowed under the provisions
of this Act and the principal of the bonds or other evi-
dences of indebtedness issued in evidence thereof, and the
interest thereon, when due and payable, said County Com-
missioners of Kent County shall levy a tax upon all of the
assessable property in said County sufficient to provide
funds for the payment of all such sums when due and
payable.
SEC. 5. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 142.
AN ACT to repeal and re-enact with amendments, Sub-
section 2A, Section 194 of Article 56 of the Annotated
Code of Maryland (1935 Supplement), title "Licenses, "
subtitle "Motor Vehicles, " subheading "Speed, Size,
Weight, Construction and Equipment of Motor Vehicles, "
increasing the gross weight of certain commercial ve-
hicles and conferring power upon the State Roads Com-
mission to restrict the use of highways under certain
conditions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Subsection 2A, Section 194 of Article 56
of the Annotated Code of Maryland (1935 Supplement),
title "Licenses, " subtitle "Motor Vehicles, " subheading
"Speed, Size, Weight, Construction and Equipment of Mo-
tor Vehicles, " be and it is hereby repealed and re-enacted
with amendments to read as follows:
(2A) Weight of Commercial Motor Vehicles, Two
Axles, Equipped with Pneumatic Tires and Motor Fuel Op-
