SEC. 28. And be it further enacted, That this Charter
shall not become effective unless it shall be submitted to
the qualified voters living within the prescribed limits of
said town of University Park as set forth in Section 2 of
this Act, and accepted by a majority of said voters at an
election held for this purpose on the 29th day of June, 1936.
Provided, further, that said election shall be held on said
date at such polling place as shall be provided in accord-
ance with Section 10 of this Act, between the hours of one
and eight P. M. and the manner of submission shall be that
on the ballots at this election shall be printed the words
"Against Incorporation, " with a blank square opposite at
the right and the words "For Incorporation, " with a blank
square opposite at the right and all qualified voters desir-
ing to vote for the provisions of the Act shall place a cross
mark (X) in the square opposite the words "For Incor-
poration, " and all qualified voters desiring to vote against
these provisions of this Act shall put a cross mark (X)
opposite the words "Against Incorporation. " If at such
election a greater number of persons shall vote "For Incor-
poration" than shall vote "Against Incorporation" then the
provisions of the foregoing section shall become operative.

SEC. 29. And be it further enacted, That Albert W.
Brown and Archie B. Hooton are hereby appointed Judges
and Harry D. Eisenhauer is hereby appointed Clerk of
Election to be held on the 29th day of June, 1936, for the
purpose of ratifying or rejecting this Charter. Should said
Charter be adopted at this election held on the 29th day of
June, 1936, then and in that event, the above-named per-
sons shall constitute the Board of Election Supervisors, pro-
vided for in Section 8 of this Act, and shall discharge the
duty of said Board as provided by Sections 8 and 13 of
this Act, until such times as their successors shall have
been appointed and qualified. It shall be the duty of the
said Albert W. Brown and Archie B. Hooton, or their suc-
cessor or successors in office, to determine the qualifications
and rights of each voter to participate in the special elec-
tion provided for in Section 28 of this Act, by asking each
applicant who presents him or herself to cast his ballot at
the election, which they have been appointed to conduct,
under oath these questions: First, Have you resided within
the town of University Park for a period of 90 days pre-
vious to this election, and are you 21 years of age or over?
Second, Are you a citizen of the United States? Should
the answers of the applicant be in the affirmative to both
