abutting property and shall be payable all cash, or in
twenty equal installments, one installment to be paid
every six months, from the date of said assessment to-
gether with interest not to exceed the rate of six per cen-
tum per annum, and the owner of the property assessed
or any one on his behalf shall at any time have the right
to anticipate by payment of part or all installments of
the assessment not then due, together with interest ac-
crued, and any assessment or part thereof remaining due
and unpaid for more than one year shall be enforced as a
tax in the same manner as taxes due the town of Univer-
sity Park are enforced under its Charter, with the pro-
vision, however, that the Mayor and Common Council shall
fix the dates for advertising of properties for past due
street improvement assessments and the dates and places
of tax sales of said properties. The Mayor and Common
Council shall have the power to make all needful regula-
tions to carry out the objects and purposes of this Act;
and the Mayor and Common Council shall have full au-
thority to adjust assessments against particular properties
made pursuant to this Act, where it is proven to the satis-
faction of the said Mayor and Common Council that the
assessment is, or the proposed assessment would be, un-
just and inequitable, anything in this Act to the contrary
notwithstanding; provided, however, that before the
Mayor and Common Council shall make any adjustments
of assessments hereunder, the affirmative votes of all
Councilmen and the Mayor shall be cast and recorded in
the minutes for such adjustments.

SEC. 23. To effectuate the improvements named in the
preceding section, the Mayor and Common Council of
University Park are hereby authorized and empowered to
borrow from time to time on the credit of the town a sum
or sums of money, not to exceed at any time $10, 000. 00,
to issue and renew or reissue certificates of indebtedness
therefor, which shall be payable within not to exceed ten
years from the date of issuance, with interest not to ex-
ceed the rate of six per centum per annum, payable semi-
annually, unless of shorter duration, than at the maturity
of said obligation; and the Treasurer of the Town is
charged with the custody of any moneys received from the
sale of said certificates of indebtedness as above men-
tioned. The Clerk of said Town shall be charged with the
prompt collection of the moneys arising for sidewalks,
curbs, gutters and street improvements, said funds to be
turned over to the Treasurer of said Town by the Clerk,
