as to apply to the estates of persons dying before the effec-
tive date of this Act, but nothing herein shall be taken to
relieve any person from liability for taxes under the pre-
existing law.
SEC. 4. And be it further enacted, That if any one or
more sections, clauses, sentences, or parts of this Act shall
for any reason be questioned in any court, and shall be
adjudged unconstitutional or invalid, such judgment shall
not affect, impair or invalidate the remaining provisions
thereof but shall be confined in its operation to the specific
provisions so held unconstitutional or invalid, and the
inapplicability or invalidity of any section, clause or pro-
vision of this Act in any one or more instances shall not
be taken to affect or prejudice in any way its applicability
or validity in any other instance.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and if passed upon a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 125.
AN ACT to prescribe the regulations under which motion
pictures may be held, shown, played and/or exhibited in
Howard County, on Sunday, commonly known as the
Sabbath Day, with or without charge or admission fee,
and to prescribe penalties for violation thereof, and to
repeal Sections 483 and 485 of Article 27 of the Anno-
tated Code of Maryland (1924 Edition), title "Crimes
and Punishments, " sub-title "Sabbath Breaking, " in so
far as said sections prohibit the exhibition of motion
pictures in Howard County on Sunday and providing for
a referendum vote thereon.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall be lawful to hold, show, play and/or
exhibit motion pictures after 2 o'clock P. M. on Sunday in
