ever, that taxes paid prior to the first day of November
of any year shall be subject to a discount as follows: Taxes
paid during July, four per cent; during August, three per
cent; during September, two per cent, and during October,
one per cent; and provided further, however, that any tax-
payer may by paying one-half of the amount of the tax so
assessed to him on or before October 31st next ensuing pay
the tax duly assessed to him as aforesaid in two equal semi-
annual payments. The first such semi-annual payment shall
be paid in the manner and at the times hereinabove pro-
vided for, with the benefit of any of said discounts but
subject to the aforesaid penalties; and the second of said
semi-annual payments shall be paid on or before the first
day of January next ensuing, and if not so paid on or be-
fore said first day of January, there shall be added thereto
on that day a penalty of one per centum thereof, and there-
after a further like penalty of one per centum thereof shall
be added on the first day of each succeeding month, until
said taxes and penalties shall be paid, and none of the pro-
visions herein as to discounts shall apply to the payment
of said second semi-annual payment. Nothing herein con-
tained shall in any way operate to or be construed to re-
peal, alter, revise, amend or in any manner affect any other
provision in this Charter as to the assessment, collection, or
sale for non-payment of taxes, and all taxes, notwithstand-
ing the provisions of this Section, shall be collected, except
as herein specifically provided for, and all proceedings for
sales for the non-payment thereof shall be conducted, at
the times and in the manner provided for in the other Sec-
tions of this Charter.

964-E. (957-E) (E). (On the day of sale the Treas-
urer shall, at the time and place designated in his notice,
offer for sale by public auction to the highest bidder, so
much of the real estate advertised or posted in the name of
each delinquent taxpayer, as shall be necessary to pay the
taxes, penalties and costs due from said delinquent tax-
payers, and shall continue the sale from day to day until
the taxes are paid or until each piece of property has been
sold. Where the real estate advertised or posted as afore-
said shall consist of more than one parcel assessed to any
one delinquent, such parcels, where it is practicable to do
so, shall be offered singly until enough has been realized to
pay the whole of the tax bill, interest, costs and charges as
in this charter provided, and the remainder of such parcels
shall not be offered. In case, however, said real estate shall
