956-A. (949-A). Every resident of said Town (having
the qualifications of a voter under the Laws of this State)
who has resided in the State of Maryland for one year and
in said Town for three months both immediately preced-
ing the election at which such person proposes to vote,
and who is duly registered as a voter in the said town
under the provisions of the next succeeding section shall
be entitled to vote in municipal elections in the said town,
and no person shall vote in any such municipal election
who does not possess the qualifications enumerated in this
section; provided, however, that this section and the next
succeeding section shall not apply to special elections held
under the provisions of Section 960-G of this Charter. The
residents of said town having the qualifications enumerated
in this section shall on the first Monday in May next elect
three persons not less than twenty-five years of age as
Councilmen, who, together with the three Councilmen
elected at the last general election, shall constitute the
Council, all of whom shall have resided in the said town at
least one year previous to their election and be legal voters
and property owners therein. Thereafter on the first Mon-
day of each succeeding May, beginning with the first Mon-
day in May, 1930, three persons possessing the qualifica-
tions herein enumerated shall be elected as Councilmen;
and every two years on the first Monday in May in such
years, beginning with the first Monday in May in the year
1930 one person at least thirty years of age, possessing the
qualifications herein enumerated shall be elected as Mayor
of the said town. The Mayor and the Councilmen shall
serve for two years, beginning with the first Monday in
June ensuing after their election.

957-A. (950-A). The Council shall annually appoint
one or more persons as officers of registration, whose duty
it shall be to enter in alphabetical order in proper and con-
venient books, or on cards to be provided by the Council, the
names of all persons applying for registration who are
entitled to vote under the provisions of this Charter; and
for the purpose of ascertaining the facts, the said officers
of registration are hereby empowered and directed to ad-
minister oaths to applicants and witnesses, touching the
qualifications of applicants for registration under the terms
of this Charter. Every applicant for registration under the
terms of this Charter shall make and subscribe to the fol-
lowing oath, namely: "I do hereby solemnly swear or affirm
that I am a resident of the Town of Takoma Park, Mary-
