tion, reconstruction, replacement and repair of roads and
bridges their approaches and appurtenances and other pub-
lic property damaged by flood during the month of March,
1936, including drainage structures, retaining walls, dams
and other structures or projects for flood control, or to aid
in preventing future similar damage, and for such other
uses and purposes in connection therewith as may be
deemed necessary by the Board of Public Works of the
State of Maryland, or to be paid by the Board of Public
Works to any State, Federal or other governmental agency
to be used for the above purposes, subject to the approval of
the Board of Public Works. Any balance of the proceeds
of the sale of the certificates of indebtedness to be issued
pursuant to this Act, remaining in the hands of the Board
of Public Works after the completion of the purposes above
set forth, shall be paid into the Annuity Bond Account in
the General Treasury.

SEC. 7. And be it further enacted, That the County
Commissioners of the several counties of the State, and the
Mayor and City Council of Baltimore, are hereby respec-
tively directed to levy State taxes for the years 1937 and
1938 at one-quarter of one cent on each One Hundred Dol-
lars ($100), of assessable property, and for the years 1939
to 1951, inclusive, at three-fifths of one cent on each One
Hundred Dollars ($100), of assessable property, to be col-
lected according to law, to meet the interest on the amount
of said certificates outstanding, and also to meet and re-
deem so much of the principal of each of said years as may
be represented by certificates redeemable in each year, re-
spectively, as herein specified in Section 2 of this Act.

SEC. 8. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon by a yea and nay vote, sup-
ported by three-fifths of all the members elected to each of
the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
