(J) That the town Treasurer shall attend all meetings
of said Commission, and shall act as Clerk to said Com-
mission, and shall keep the minutes of the same. Provided,
however, that said Commission may, by resolution, appoint
another person to keep such minutes whenever in the judg-
ment of said Commission the welfare of said town requires
such action; and, in making such appointment, said Com-
mission may appoint one of its own members or other
proper person.

SEC. 8. And be it further enacted:

(A) That the District Heights Commission shall have
power to pass and enact such ordinances, consistent with
jaw, as said Commission may deem proper for carrying
into execution the provisions of this Charter, or for the
good government, public health, safety and morals of said
town. Provided, however, that no such ordinance or ordi-
nances shall have any force or effect unless and until the
same shall have been submitted to the registered voters
of said town at an annual or a special election called for
that purpose, and the same shall have been adopted by a
majority vote of said registered voters of said town at such
election. Any such election for the adoption or rejection
of any such ordinance or ordinances shall be conducted by
the Board of Election Supervisors in the manner provided
by Section 10 of this Act. Any such ordinance or ordi-
nances so passed or enacted by said Commission and so
adopted by a majority of the registered voters of said town
at an election, as aforesaid, shall have the force and effect
of law within said town on the tenth day, (including Sun-
days and holidays), after said Commission shall have
posted a notice to that effect, together with a copy of such
ordinance or ordinances, in five public places in said town.
And it shall be the duty of said Commission to post such
notices, together with copies of any such ordinance or ordi-
nances, within ten days, (including Sundays and holidays),
after said Commission shall have been notified in writing
by the Board of Election Supervisors of the adoption of any
such ordinance or ordinances. And it shall be the duty
of said Board of Election Supervisors to give such written
notice to said Commission of the adoption or rejection of
any such ordinance or ordinances within ten days (includ-
ing Sundays and holidays), after such ordinance or ordi-
nances shall have been adopted or rejected by the regis-
tered voters of said town at an election held as aforesaid.

(B) That, upon petition of sixty (60) per centum of
