WHEREAS by Chapter 46 of the Acts of 1888 the State
of Maryland gave the Association of the Maryland Line
the custody and use of said property for the establishment
of a home f or Maryland Confederate Veterans, but because
all those maintained at said Home have died the custody
and use of the buildings and property have been trans-
ferred to the Adjutant General of Maryland; and

WHEREAS the grounds and buildings of said Arsenal and
home, due to lack of funds, have been allowed to greatly
deteriorate, but being of historic interest and of singular
beauty and dignity are worthy of restoration and mainte-
nance; and

WHEREAS it is proposed to create the Arsenal and Veter-
ans Memorial Commission to have the custody, control and
use of said property, and to have authority to repair and
maintain the same for the purpose of establishing a home
for destitute soldiers who have served in the army or navy
of the United States, and for the institution of an histori-
cal museum and library as a memorial to those of the State
of Maryland who have died in military service of the
United States or of the Confederate States, and for such
other public, civic and community purposes as the Com-
mission shall from time to time determine.

SECTION 1. Now, therefore, be it enacted by the Gen-
eral Assembly of Maryland that there is hereby created the
Arsenal and Veterans Memorial Commission, to consist of
nine members to be appointed by the Governor. Three of
said Commissioners shall hold office for two years from the
beginning of their terms of office and until their successors
shall qualify. Three of said Commissioners shall hold office
for four years from the beginning of their terms of office
and until their successors shall qualify, and three of said
Commissioners shall hold office for six years from the be-
ginning of their terms of office and until their successors
shall qualify. The term of office of each Commissioner shall
begin within thirty days from June 1st, 1936. The Gover-
nor, at the time of announcing and making the appoint-
ment of said Commissioners, as well as the commissions
issued by him to each of them, shall designate the chairman
of the said Commission, and likewise shall designate which
of said Commissioners shall serve for the term of two
years, which shall serve for the term of four years and
which shall serve for the term of six years as aforesaid.
