properties served by a water main, sewer, drain or refuse
disposal system under their ownership. Service rates shall
be subject to change from time to time as said authorities
deem necessary. Said rates shall be payable at such times,
and shall be subject to such penalties for non-payment, as
said authorities may determine, and they shall be collecti-
ble against the owner of the property served, in the same
manner as other debts are collectible at law.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 42.

AN ACT to repeal and re-enact, with amendments, Section
171 of Article 10 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Dorchester County, "
sub-title "Taxes, " changing the date for the delivery or
mailing of tax bills.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 171 of Article 10 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Dor-
chester County, " sub-title "Taxes, " be and it is hereby re-
pealed and re-enacted, with amendments to read as follows:

171. The County Treasurer shall cause to be delivered
or mailed to each and every delinquent taxpayer between
the first day of July and the 31st day of July in
each year an account of his assessment, and the taxes,
interest and cost thereon, with a notice of warning
to such delinquent thereto attached that, unless pay-
ment be made in full on or before the 15th day of Au-
gust next, the same will be collected by process of law;
and if on the said 15th day of August next, the said taxes,
interest, and cost are unpaid, he shall immediately there-
after make up an additional list of all delinquents assessed
